This is complex and technical work performed on residential, commercial, industrial and multi-family dwelling units for the Building Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Although charged with enforcing compliance with Douglas County’s adopted Codes and regulations, the incumbent must do so in accordance with the County’s policy that emphasizes obtaining compliance over punitive enforcement, using the latter as a last resort. Therefore, the incumbent must use all his/her knowledge, tact, resources and ingenuity to coach, educate and assist customers to achieve compliance with applicable County codes,  resolutions, policies, and statutory regulations.  Further, the incumbent:

• Inspects residential, commercial, industrial, multi-family residential, and other buildings for compliance with building codes during all phases of construction, alteration, and repair.
• Inspects existing structures being relocated into Douglas County.
  Regularly attends pre-construction and design review meetings to assist in the development and early construction phases of residential and commercial construction.
• Answers questions from homeowners, architects, engineers, design professionals and contractors regarding building codes.
  Assists Building Division plan review staff during the review and permitting process.
• Investigates complaints.  Provides a high level of customer service by defining problems and working toward solutions.
• Inspects multi-family dwellings for compliance with Colorado Title IX and Building Code accessibility requirements and design specifications.
• Coordinates with other agencies such as fire districts, health, water and sanitation agencies, etc. in the inspection process and in determining if the building is safe to occupy.
• Issues correction notices or Stop Work Orders to ensure compliance with adopted codes.
• Gives testimony in court proceedings regarding work performed.  Works to protect the County’s liability for improper workmanship and code violations.  Protects owners from improper workmanship.
• Reads maps and organizes inspection route to achieve 100% completion of requested inspections on a daily basis.  Often schedules inspection times with homeowners to accommodate their schedules.
• Responsible for knowing the installation requirements, specifications and manufacturer’s standards for equipment, devices and systems that are not defined within the building codes.

OTHER DUTIES:

• Keeps current and informed of new construction methods, materials, safety procedures, and national, state, and local codes, interpretations, and regulations.  Advises various county departments in design and construction methods.
• Assists in developing local amendments and regulations.
• Performs other duties as assigned.
• Conducts in-house and on-site inspector training.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

Building Inspector I:

• A high school diploma or GED.
• A minimum of four years construction related experience.
• A combination of education and experience may be considered.

Building Inspector II:

• A high school diploma or GED.
• A minimum of five years construction related experience.
• A combination of education and experience may be considered.

Building Inspector III:

• A high school diploma or GED.
• A minimum of five years construction related experience.
• At least five years of experience as an inspector or plans reviewer for a governmental jurisdiction
• A combination of education and experience in the following areas may be considered for all levels:

1. Customer service experience, including public contact and complaint resolution.
2. Construction estimation or design.
3. Installation, maintenance and/or repair of building systems.
4. Regulatory interpretation or compliance.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Colorado Driver’s License class R upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.

Building Inspector I:

• Possess one nationally recognized certification or obtain within one year of hire.
• Other ICC or recognized certifications are highly desirable.

Building Inspector II:

• Minimum of two nationally recognized certifications are required.
• Other recognized certifications and licenses are highly desirable.

Building Inspector III:

• Must be certified in at least one trade or discipline (residential and commercial certification).
• At least three nationally recognized certifications, or a master tradesperson license and two certifications, are required.
• Additional recognized certifications and licenses are highly desirable.
