Under direct supervision of the Building Official, is responsible for the administration and coordination of the City of Loveland plan review process through the review of construction documents for code compliance. Provide assistance to the development community as well as the public on building code related issues and questions.
The salary range for this position is $27.12- $42.02 per hour with an expected hiring range of $27.12 – $42.02 depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS:
Responsible for reviewing and verifying permit information in the City of Loveland permitting system during the application check in process. Reviews and recommends/implements changes to the policies and procedures of plan reviews for the effective and efficient operation of the plan review process.
Levels 2 and 3 -Ensures compliance with building codes and local ordinances, state and national regulations and industry standards by reviewing plans and specifications for non-residential, industrial, public, single and multi-family dwellings as well as miscellaneous residential and non-residential structures, by conferring with applicants
Assists in the preparation of permit applications and issuance of permits as well as provides counter services.

Provides interpretation, explanations and clarifications of, as well as information on, adopted codes and ordinances to inspectors, architects, engineers, contractors and general public.
Performs field inspections as necessary and evaluates buildings, structures and sites for compliance with all applicable regulations and standards. Enforces Municipal Ordinances regulating building construction, safety, zoning, and site development.
Assists Building Inspectors with interpretations of adopted codes and amendments in Building Official’s absence.

Responds to requests from citizens, City staff as well as development/construction community regarding all phases of the development/permit application process.

Represents the Building Division as a member of Fee Masters, Development Review Team (DRT), Conceptual Review Team (CRT), Landbugs, Innoprise ComDev, Electronic Submittal Committee.

OTHER JOB FUNCTIONS:
· Prepares and maintains records of plan review procedures.
· Updates public information as required, assist in filing, record retention, counter coverage and other routing office matters.
· Updates Building Division library as required.
· Works on special projects as assigned by the Building Official as well as duties as required.

Ability to express oneself clearly both verbally and in writing, and to prepare written reports and review comments. Ability to establish and maintain interpersonally effective working relationships. with contractors and developers, as well as citizens. Proficient problem solver and effective in conflict resolution

Education and/or experience:
Level 2:  Associate of Science Degree from an accredited college or university with major coursework in civil engineering, structural engineering, architecture, construction management or related field preferred. Minimum of two (2) years of construction or construction administration, plans review, building inspection or other related experience required.

Level 3: Associate of Science Degree from an accredited college or university with major coursework in civil engineering, structural engineering, architecture, construction management or related field required.  Bachelor of Science Degree from an accredited college or university with major coursework in civil engineering, structural engineering, architecture, construction management or related field preferred. Minimum of four (4) years of construction or construction administration, plans review or related experience required.

Licensure and/or certifications:
Level 2: Must possess a valid driver’s license.  International Code Council (ICC) Commerical Plans Examiner Certification must be obtained within one (1) year of hire date. Possession of at least one (1) of the following certifications and/or licenses: ICC Mechanical Plans Examiner, ICC Plumbing Plans Examiner, ICC Electrical Plans Examiner, Colorado Master/Journeyman’s Electrical License preferred.

Level 3: Must possess a valid driver’s license.  International Code Council (ICC) Commercial Plans Examiner Certification required. Possession of the following certifications and/or licenses required: ICC Electrical Plans Examiner or Colorado Master/Journeyman’s Electrical License.
Working Environment and Required Background Checks:
Job safety requires the following: depth perception, balance, stooping, crawling, handling, reaching, color perception, hearing, kneeling, visual acuity and discrimination. Must be able to climb ladders or enter narrow, confined spaces; must be capable of performing on-site inspections at construction sites and be able to navigate through site and buildings.
