GENERAL STATEMENT OF JOB
The City of Centennial is seeking a candidate for the full-time position of Building Inspection Supervisor. This position reports to the Chief Building Official and plays a vital role in assisting and supporting the Chief Building Official in the effective management and administration of the Centennial Building Division. The position is responsible for the day-to-day management of the Building Inspection team, decision-making related to building codes, building services inspection processes and service delivery. They must possess strong leadership skills, extensive knowledge of government operations, and the ability to work collaboratively in a dynamic environment.

Manage day-to-day operations of the Building Division Inspection Team, Perform inspections.
Foster a positive work environment that promotes productivity, innovation, and employee development.
Provide input and recommendations to the Chief Building Official on critical issues and decision- making processes.
Assist in administering the City’s building code; regulates and controls the design, construction, quality of materials, use and occupancy location and maintenance of buildings and structures within the City.
Ensure compliance with relevant laws, regulations, and ethical standards.
Foster review of approved building plans and engineering calculations by the inspection team.
Interpret departmental policies and governing codes and regulations to Building and City staff.
Prepare and recommend codes and regulation changes that will help the inspection team.
Represent the Division in internal and external meetings, forums, and public events, articulating departmental goals, policies, and initiatives.
Assist in the preparation, management, and administration of the contracted overflow inspections.
Meet with developers, consultants, architects, citizens and other community and regional officials to coordinate submitted construction plans.
Collaborate with contractors, subcontractors, and other government agencies to address building inspection needs and concerns.
Interaction with professional engineers, architects, contractors, homeowners, and staff to discuss and resolve design and construction issues.
Issue correction notices and notice of violations and monitor compliance with the corrective measures.
Provide information by telephone, email and at the Public Counter in response to questions regarding building codes and ordinances, the inspection process, and the building permit application process and procedures.
Assist the Building Official as needed.
Functional Supervision: Responsible for day-to-day supervision of the inspection team, including team training relevant to duties, prioritizing work, and ensuring adequate sources to meet expectations. The Chief Building Official manages Plans Examiners and Permit Technicians.
Other: This position may be assigned to be the acting Chief Building Official whenever they are out of the office.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of building materials and standards, current construction practices and methods.
Knowledge of national and local building, zoning and related codes and regulations.
Knowledge of major types of building construction, materials and equipment and the stages in construction, when possible, defects in building, electrical, plumbing, heating and air conditioning and related installations may most easily be observed and corrected.
Knowledge of computers and applications including Microsoft Office Suite and EnerGov.
Ability to plan, organize, coordinate, and direct the activities and personnel in the Building Division inspection team.
Experience applying codes and standards including the International Building, Mechanical, Plumbing, Fire, Energy Conservation and Abatement of Dangerous Buildings Codes, the National Electric Code, and Elevator Safety Code.
Ability to work with others to solve problems and establish and maintain effective working relationships with the public and co-workers.
Ability to work with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and customer satisfaction.
Ability to read and interpret architectural and engineering construction drawings, building codes, regulations, specifications, engineering studies, and technical reports.
Experience applying codes and standards including the International Building, Mechanical, Plumbing, Energy Conservation and Abatement of Dangerous Buildings Codes, the National Electric Code.
Ability to detect faulty specifications and plans and to determine feasible corrective measures.
Ability to express ideas clearly and concisely, orally and in writing.

Standard practices and procedures for field inspection.
Traffic laws and rules involved in vehicle operation.
Ability to operate a motor vehicle.
Adhere to site specific safety procedures (ex. hard hat, safety boots, safety vest, etc.).
Minimum Qualifications
MINIMUM EDUCATION, TRAINING AND EXPERIENCE
Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Five (5) years of increasingly responsible supervisory and administrative experience or any equivalent combination of education and/or experience, with two (2) years of progressively responsible experience in code administration, building construction, building inspection or plans examiner.
Demonstrated experience managing teams and projects. Previous experience working with or in the construction and/or development review area of local government. Minimum of two ICC Certifications (Plans Examiner, Building Inspector, Electrical, Mechanical, Plumbing, etc.) is preferred or ability to obtain within one year.
Licenses:
Valid State of Colorado Driver’s License or equivalent out-of-state Driver’s License with the ability to obtain an in-state Driver’s License within six months of employment.
Colorado State Masters or Journeyman Electrical License desired.

Physical Demands
The person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Occasionally moves office equipment weighing up to 30 pounds. The person in this position frequently communicates with Council members, staff, vendors, and residents; must be able to exchange accurate information in these situations. Must be able to identify Council members, staff, vendors, and residents, as applicable. Must be able to observe, assess, record, and interpret information.
Work Environment
Work is performed in an office and permitted job sites with in-person and telephone contacts and may involve frequent interruptions. Work may require attendance at evening and/or weekend meetings.
Equipment Used/Required
Frequently operates a computer and other office productivity machinery, such as a calculator, copy/fax machine, and computer printer, and iPad.
