Assist the Chief Building Official in the daily operation and administration of the Building Division. Directly supervises inspection activities of the construction, alteration, or repair of residential, commercial, and industrial buildings. Assure compliance with applicable building code requirements, safe construction practices, and other regulations or ordinances relating to the safety of the public. Provide technical direction and routine code interpretations to Building Inspectors. Conduct research and provides recommendations to the Building Official on the most complex interpretation needs. Perform Commercial and Residential construction plans examination. This position must work well in group setting/peers and with the public, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton’s mission and values.
SUPERVISION RECEIVED AND EXERCISED
This position receives direction from the Chief Building Official. The Lead Inspector supervises other inspection and administrative staff.
EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Supervises assigned staff; distributes work, establishes work rules and safety requirements. Assists in the development and conducts training to meet staff needs and department objectives.
Assists Building Official in reviewing Code adoption and code amendments at city, state and national levels. Prepares and recommends city ordinances for adoption.
Conducts research and provides code interpretation for staff, architects, and engineers during preliminary design, pre-application, plan check, and construction phases of development.
Oversees project development throughout pre-submittal, plan review, inspection and final occupancy. Establishes and documents performance standards and goals for plan reviews and field inspections.
Reviews and follows up on requests for permit extensions, permits without finals, code enforcement issues and code related violations.
Provides solutions to complex multi-faceted and high technology problems. Resolves sensitive or complex inquiries, problems or complaints including availability and quality of services or disputes regarding code interpretation. Responds to the most complex public inquiries or complaints. Assists at the customer service counter with questions and issues related to permitting and construction.
Performs inspections in multiple disciplines for commercial and residential construction to ensure compliance with codes and zoning ordinances.
Assures appropriate information and training is provided to staff concerning permits, new methods and materials and code interpretations. Develops and administers inspection training programs as needed. Teach and coordinate training classes on all aspects of building code developments.
May represent the City at various meetings regarding code issues.
Position is subject to emergency call-back on a rotating basis.
May be required to act as the Chief Building Official in his/her absence.
Performs other related duties as assigned.
International Building Code, International Residential Code, International Plumbing Code, International Mechanical Code, International Fuel Gas Code, International Energy Conservation Code, International Existing Building Code, International Property Maintenance Code, National Electric Code (NFPA 70) ANSI standards, NFPA Standards and other applicable standards and codes.
Municipal building, MEP and zoning, and related codes, ordinances, and regulations.
Industry construction practices including knowledge of construction materials and methods, engineering principles and their relation to enforcement programs.
Occupation hazards and safety precautions applicable to the construction trades.
Stages of residential and commercial building construction, plumbing, electrical and/or mechanical installation.
Supervisory principles, practices and methods.
Laws, rules, and regulations applicable to assigned operations.
Plan, organize and supervise assigned work programs, including monitoring work schedules and evaluating the work of subordinates.
Develop goals and objectives for assigned activities.
Analyze and evaluate operations and develop and implement corrective action to resolve problems.
Interpret routine and complex code, make reasonable judgments and decisions based on available and acquired information.
Read and interpret plans, specifications, and engineering drawing to compare to construction in progress.
Identify and apply appropriate structural, mechanical, plumbing, and/or electrical codes and related regulations.
Communicate complex technical issues effectively both orally and in writing to the public, staff and other professionals.
Create and maintain effectively working relationships with coworkers and customers.
EDUCATION AND EXPERIENCE
Minimum of High School Diploma or GED required. Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job. Five (5) years’ experience as a Commercial or Residential Combo Inspector is desired.
Valid driver’s license with safe driving record. Possession of Commercial Plumbing Inspector, Commercial Building Inspector and Residential Combination Inspector credentials required. Possession of Commercial Mechanical Inspector and Fire Life Safety Plans Examiner credentials preferred.
Bilingual English/Spanish preferred.
Possession of or ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
