The City and County of Denver’s Community Planning and Development Department (CPD) is seeking a highly motivated and organized Plans Review Specialist II with plan review and zoning experience to join our Residential Plan Review Team in the Development Services Division.
Development Services staff helps to make the city’s vision a reality. This is where building projects are reviewed, green-lighted and inspected. It’s also the home for neighborhood inspections, ensuring quality-of-life standards for Denver’s communities. Through each of these critical roles, Development Services helps to implement the city’s vision for an outstanding Denver.
The Plans Review Specialist II is responsible for performing building and zoning code plan review for one and two-family residential units, providing front line services to residential customers, responding to code and process questions, and processing over the counter residential permits.
Key responsibilities will include:
Review applications for the construction and/or remodeling of one and two-family residential buildings and associated accessory structures.
Review, examine, and interpret a wide range of construction documents and complex zoning and use permit applications for compliance with applicable codes, policies, and standards which include the International Building Code, the International Residential Code, The Denver Zoning Code, and the former Chapter 59 (the “old” Zoning Code)
Assist customers at the Single-family/duplex walk through permit counter and is responsible for customer inquiries within a 24-hour period. This involves advising contractors, architects, engineers, builders, and the public on areas on non-compliance, researching solutions to non-compliance issues that meet code intent and requirements, and authorizing the release of approved construction documents for building and/or other applicable permits
Interpret and explain a wide range if code requirements, permit application procedures, policies, and standards to the public, professional design consultants, project managers, contractors, city managers, and elected officials.

Our Ideal Candidate will have:
Two years of experience in Planning, Architecture, Engineering, Building Construction, or Construction Project Management performing building and/or zoning plan review in a municipal/public sector for conformance with code regulations
A valid Residential Plans Review Certificate form the International Code Council (ICC)
Experience using automated project tracking systems such as Accela or any other electronic permitting systems and programs
Experience working in a fast-paced, high volume customer service environment
Excellent interpersonal and customer service skills
Ability to communicate effectively – verbally and in writing
Efficiently demonstrates excellent time/work management skills
Works well under pressure and able to multitask
Problem solver that can envision various outcomes and plan accordingly to mitigate risky outcomes
Strong attention to detail and highly organized
Self-motivated and motivated to help others
Ability to work as part of a team to support both internal and external customers
Dependable and can maintain confidentiality

Education: Bachelor’s Degree in Construction Management, Engineering, Architecture, Urban and Regional Planning, or a related field.
Experience: Three (3) years of plans review experience reviewing blueprints and plans for zoning and construction projects with regard to the compliance of zoning and construction codes and regulations.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
