CAA is currently interviewing for a full time Building Official to work for one of our clients in CO (Denver Metro Area).
· Administers, interprets, communicates, and enforces municipal ordinances and adopted codes and standards pertaining to the Building Department of our client.
· Has final staff code interpretation authority on building code.
· Customer service expertise is required to work effectively with the public, contractors, and staff members in a multi-discipline department.
· Serves as principal advisor to Director, and other city officials on building development matters for the City.
· Directs activities of subordinate team leaders and supervisors. Plans, coordinates, and directs personnel in the activities of the Building Department including plan review, inspections, code compliance investigations, and permitting.
· Develops policies for operations, building code compliance review and enforcement. Develops long-range strategic planning and works with appropriate staff on implementation plans.
· Works to resolve problems and conflicts that surface during the construction permit approval process and field inspections.
· Oversees the issuance of permits to those firms, contractors, building owners and individuals whose projects and plans meet the prescribed standards.
· Meets with architects, professional engineers, contractors, etc. concerning technical code issues, project reviews and in responding to specific project needs.
· Proposes revisions to City building ordinances and codes.
· Guides and directs a staff of professional, technical, and administrative support personnel including making selection decisions, and ensuring staff have adequate training and professional development opportunities.
· Oversees divisions record-keeping activities, including assuring compliance with CO statues for records retention.
· Maintains a positive and effective image for the Building Department and the City and develops and maintains effective working relationships with development professionals at the local, state, and national level.
· Provides and monitors staff development to ensure appropriate succession planning with the Department.
· Attend public meetings as needed and performs related duties as directed.
The respective candidate will be responsible for planning, organizing, performing, and managing the operations and activities of the Building Permit and Inspection Department, including, but not limited to, building inspections, permit issuance, and plan review. Additionally, the Building Official will direct, coordinate, review and participate in the work of professional and technical employees to ensure that building codes are properly enforced with uniformity, equity and safety as well as provide interpretation and decisions on applicable codes, rules, regulations, and technical problems of enforcement. Customer service is one of CAA’s key success factors; therefore, the successful candidate will be expected to demonstrate the highest quality of customer service to our clients.
This individual will possess extensive knowledge of principles, practices and methods used in various building construction areas, including structural, plumbing, electrical and mechanical; plan review procedures and practices; permit issuance and related record keeping. This individual will also be familiar with all applicable federal, state and local laws, codes and regulations, including laws, ordinances, and codes related to building construction and zoning. Additionally, qualified applicants must possess the knowledge and abilities listed.
· Principles and practices of employee supervision, including work planning, assignment, review, and evaluation, discipline, and the training of staff in work procedures.
· Basic principles and techniques of civil and structural engineering.
· Principles and practices of plan checking and plan review process, building inspection, and structural design.
· Concepts and practices of non-structural plan review.
· Applicable Federal, State and local laws, regulations, codes, and ordinances related to uniform building codes and building plan check, including basic zoning, grading, and flood zone requirements.
· Accepted safety standards and methods used in building construction for commercial, industrial, and residential buildings.
· Occupational hazards and standard safety practices necessary in the area of building inspection and construction.
· Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the Building Department.
· Recent and on-going developments, current literature, and sources of information related to the operations of the Building Department.
· Record keeping principles and procedures.
· Modern office practices, methods, and computer equipment.
· Computer applications related to the work.
· English usage, grammar, spelling, vocabulary, and punctuation.
· Techniques for dealing effectively with, and providing a high level of customer service to the public, vendors, contractors, and City staff, in person and over the telephone.
· Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
· Supervise, train, plan, organize, schedule, assign, review, and evaluate the work of staff.
· Organize, implement, and direct building inspection, code enforcement, and plan review operations and activities.
· Analyze, interpret, apply, and enforce Federal, State and local policies, procedures, laws, and regulations.
· Understand, interpret, analyze, and explain City policies, procedures, fees, basic planning and building codes, and regulations to the general public, permit applicants, and City staff.
· Read, interpret, and apply a variety of technical information from reports, maps, plans, specifications, drawings, layouts, blueprints, schematics, and legal descriptions.
· Review and analyze construction plans, specifications, and maps for conformance with City standards and policies.
· Identify problems, research, and analyze relevant information, develop and present recommendations and justification for solution.
· Effectively represent CAA, the department, and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals.
· Operate a motor vehicle safely.
· Maintain accurate records and files of work performed.
· Make sound, independent decisions within established policy and procedural guidelines.
· Establish and maintain a variety of manual and computerized record keeping and project management systems.
· Operate modern office equipment including computer equipment and software programs.
· Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
· Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
· Establish and maintain effective working relationships with those contacted in the course of the work.
Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, construction management, or a related field and five (5) years of increasingly responsible experience in building inspection, engineering, construction, or a related field; including two (2) years of administrative and management responsibility.
Candidates must possess ICC Certification as a Certified Building Official. Ability to obtain additional ICC certifications as required. Colorado Journeyman or Master Electrical license is preferred.
